Actually there are few schemes that both of you are eligible if conditions are met.

1) Joint singles scheme
2) single singapore citizen scheme
3) non citizen family scheme

You can purchase a resale unit under the first two schemes without the inclusion of your mom.

If you wish to include your mom into the application, only 1 of you will be required to form a family nucleus.
