Hi,

1) The PHG is not limited to a child. This is different from the proximity grant during the early 2000's.
2) You can still buy a flat within 4km of your parent-in-law and receive the PHG.
3) The difficulty I see now is how your spouse transfers her ownership to your mother-in-law.
4) I presume it is difficult since your mother-in-law might not be able to have the financial capacity to take over.
5) One of the solutions is to sell the current flat upon MOP and buy another flat to stay with your mother-in-law to get the highest PHG.
6) You may also raise the same question to the HDB to get a black-and-white from them; https://services2.hdb.gov.sg/webapp/BF12AWFeedback/BF12SFrontController?service=ServiceFeedback&operation=createFeedback
7) Due to the PHG your brother-in-law receives, your purchase must be within 4km of your brother-in-law so as not to forfeit his PHG.
