Hi my mum passed away recently and left a HDB flat and my elder brother as the executor of her will.Am I allowed to purchase my mum's flat as I working overseas and do not own any HDB flat or other dwellings in Singapore? can I buy the HDB flat directly from the estate? Thanks.

Given that your Brother is the executor of the WILL, it would depend on the content of the WILL.
