1) Yes, your mum is eligible to buy a resale HDB flat alone.
2) But she will not be able to get a loan to buy without any income.
3) If any of you intend to buy with her to support the purchase financially you may do so by registering as an owner.
4) The rest of you can be listed as only an occupier.
