If we look into the HDB website, it indicated that prospective HDB buyers should not own any private residential properties, whether locally or abroad, therefore if the property overseas is not a residential property, he or she should be fine in purchasing a HDB here in Singapore if he fulfils all other criteria, but in order to be safe, it is wise to check with HDB on this respect and obtain their clearance in black and white first before proceeding in the purchase.
