They need to fulfil the MOP first before they can buy another residential property, which means after Dec 2019. Yes ABSD will apply as its the 2nd property purchase.

Morning Dennis,

Under HDB ruling, HDB owners must be SC and having the MOP fulfilled are they eligible to purchase their second property. Given your current situation, they are not eligible for the purchase yet. In time to come, based on current ruling, ABSD of 7% will be payable should they decide to purchase their second property.

Whether will there be ABSD depends on the situation in the future after Dec 2019. ABSD may or may not be lifted by then.
