Yes you certainly can. In fact a lot of my clients used a portion of their sales proceed to finance the EC so that they are able to secure a lesser loan and therefore less financially taxing for them every month.
I would advise you to have a proper financial plan and time line planned out so that your upgrading journey will be a hassle free process. I have assisted many of my clients to upgrade from a HDB to an EC.
