1) I'm afraid you won't receive any favorable reply from the HDB over this.
2) The HDB has no say over this. This is a national policy implemented by the Minister of National Development.
3) You just have to wait till your spouse reached the 3rd year before you are allowed to offer an OTP.
4) Having said this, you understand that you can plan for your purchase now. Such as start monitor the price of the estate you are favour in.
5) Do your asset finance assessment to know where you stand and how much budget you should plan for.
6) Do all the background work except actual viewing, so that you can understand how the market movement and know which are the unit you may get a good bargain.
7) I have a client that while waiting for reaching the 3rd year, spent little time to find his flat at his budget without difficulties. He penned his signature on the OTP 1 day right after his 3rd year.
8) Just for info, we start looking for his flat about 3 months before the due date.
