Hi,
1) TOP: Temporary Occupation Permit. It means BCA (Building & Construction Authority) issues a permit to allow the developer to release to owners to shift in, which means all basic facilities such as electricity, water, etc are safe for consumption.
The other critical item is CSC (Certificate of Statutory Completion), which usually issue by BCA to state that developer had built according to specifications. This usually will only issue 1 year or 3 years dependent on the size of the development.
2) Lease Commerce date: This is more applicable to 99 years lease land or less. Freehold land usually not particular when the lease commenced. Anyway, the first commence date properly is more than one hundred years ago.
This is when the land is successfully acquired by a developer from GLS (Government Land Sales) or through en-bloc the old building. Although under en-bloc the land already used up certain years, the developer will usually top up the lease to 99 by paying a fee via URA.
3) It is common in private development that usually launch date is around 1 year after land commencement. Because the developer has to seek approval from URA on the design.
The TOP date is usually 3 years upon the launch date.
4) HDB flats do not have such complicating issue. The lease commencement date for HDB is the day buyer collects the key. HDB usually calculates MOP according to year and not months. So you might collect your key in Q4, but the following year is considered as 1 year.
However, MOP is still controlled by HDB, thus they can change anytime. In order to ensure you had met the MOP, you will have to confirm with HDB. You may check whether you had met your MOP via HDB branches.
