Good evening YanBin,

you can finance a resale flat purchase with either hdb or bank loan. If you choose to proceed ahead with HDB loan, max loan you can obtain is 90% of flat valuation. The balance 10% will be the downpayment you need to fork out and it can be solely and entirely CPF.

Yes, it is possible if you qualify for a HDB loan. If you do not qualify for HDB loan, you can still use your CPF-OA funds to downpay or service the monthly mortgage.

Yes definately. Most first timers will finance their first house through combination of grants, HDB loans and CPF. For HDB loans the loan quantum is 90% which means 10% downpayment is required either in the form of grant, CPF or cash. Although technically you can purchase a resale with $0 cash, buyers need to account for cash deposit to sellers,COV if any and various micelleneous fees which needs to be paid in cash. From my experience, most of my buyers typically came out with an amount of less than $10k cash including agent fee. In today market condition where COV is a norm, it is important to make an informed decision when bidding for a house as you may unknowingly incurr a hefty amount of COV if the flat is bought at way above it's market value.
