Afternoon,

If you are looking to purchase new EC, you can apply first but required to pay the necessary downpayment, depending on your current mortgage loan status. However, you will be required to sell your HDB unit within 6 months from key collection. Thus you might need to check when is the TOP of the new EC and your MOP date.
To purchsae resale EC, I'm afraid HDB might not consider it as valid reason because you have being briefed of the necessary terms during the signing of documents at HDB hub.
