Unfortunately no, as IRAS has indicated clearly the scenarios for ABSD refund, and your scenario does not fall within the eligible cases. To avoid this 5%, it is ideal to wait until the citizenship approval. If you feel the property will appreciate 5% at least by the time you get citizenship, then this purchase now could justify.

No, you will not be able to get the reimbursement of ABSD. Not too sure what is the property that you have shortlisted to advise whether is it worthwhile to pay the 5% for.
