Hi, I've received OTP for a HDB unit and put up request for valuation last week. However, a new unit in the same block was put up on sale yesterday. The unit was very nicely renovated and we are considering purchasing this unit instead.

If we decide to purchase this unit, can seller of this unit send me OTP and can I request valuation for this unit immediately? Is request for valuation and OTP for the previous unit still valid if I do this?

Kindly advise. Thanks.

Dear sir/madam,

Do you have an agent advising you in this sale? It seems to me that you are unfamiliar with the entire procedure of purchasing a resale HDB, which is a risk for yourself should the deal falls through in the advance stage due to the lack of understanding of the resale procedeure.

A submission for valuation request is done upon having your offer accepted by the seller where seller grants you an Option To Purchase. The Option To Purchase comes with a serial number which is required to be keyed in when you are submitting the valuation request.

Each Option To Purchase has a validity period of 3 weeks, where the purchaser will be required to exercise the Option if they decide to proceed with the purchase. Once the 3 weeks period is up, the seller gets to keep the deposit paid to him and unit can be sold to another prospective buyer.

A HDB buyer has up to 3 weeks to decide whether or not to proceed with the purchase. During this period, should the buyer find another unit which is more suitable, he or she can opt to offer for the other unit too, and the process is the same, where a deposit needs to be paid to that seller once the price is agreed, where another Option To Purchase with a unique serial number will be granted to the Purchaser.
