Hi,
Yes it is possible to right-size to a brand new BTO that is smaller, so long as you fulfil the new BTO regulations such as gross monthly household income not exceeding $14k, have not bought more than 1 subsidized flat (examples new BTO, new EC, resale flat with CPF 1st-timer grants, SERS benefits), no other private property, and MOP of existing flat fulfilled. I have already a few of my clients to do so, and when the BTO keys for their 3-room came, helped them to sell off their bigger HDB.
The only challenge is to be able to get a queue number to select an unit. For 2nd-timers the chances of getting an unit are very slim because for BTO projects, at least 85% of the 3-room flat supply are set aside for 1st timer families, and at least 95% of 4-room supply and bigger are set aside for 1st-timers. On top of that a resale levy applies.
It is also better to make the property move before 55 years old, as you need to set aside funds for retirement and may have less funds to utilize for housing. It could affect the options available. I am contactable at
