Hi Ms Teo,

I have to disagree with you that buyer is a loser in this situation, since valuation is unknown to both seller and buyer. What is the valuation turns out to be higher than the agreed price, meaning the seller has sold the unit below valuation?

In a typical resale transaction, all parties are encouraged to be prudent in making their decisions, whether to sell or purchase, extensive research to be done on the past transactions, future potential and etc, before making a decision. There are of course incidents where there are limited choices available in the market, which will jerk up the prices resulting in COV, but this is a market force where demand is high and supply is low, which works in all different types of market whether is it real estate or commodities.

The only way to resolve the COV issue is to negotiate with the seller to allow refund of $1k option fees if value is below the transacted price to an amount pre-agreed between you and the seller, but at this moment where most media reports are favouring current market as sellers' market, the probability of finding such a seller will be quite difficult.

All transactions happen when there's a match in price between Seller's expectations and Buyer's comfortable and willing price to pay. There is really no loser here.

For HDB purchases, nobody can guarantee what the Valuation will be, unless you are purchasing a private property and has gotten a bank indicative valuation.

Hi Ms. Teo,

1) The govt had worked very hard to resolve this COV issue. It works well when first implemented in 2012.
2) It is only returned in 2020 when a sudden surge of demand from the BTO buyers & enbloc buyers rush into the resale market and offer price from the seller without a blink of their eyes.
3) Therefore both buyers and sellers have to be responsible for this COV thingy to continue.
4) Seller always wanted to sell higher than their neighbor and buyer must do their homework before making a reasonable offer. Walk away from the deal if the price is not right.
5) This is what people are saying willing buyers and sellers. Both sides must agree with the price before moving on.
6) I would suggest you do a careful negotiation with the seller before making a final offer to reduce the risk of COV.
