Currently, there are 3 groups of clients that I have encountered due to the market.

1. People who does not have the cash flow for the additional cash up front and has decided to think twice before committing.

2. People who are looking to hold on for a little longer to see how the market will react before committing. They are interested to see how the market will react before making decisions.

3. People who are still on a search for a property as they have a time frame to meet and they are serious in looking for a property to invest and not speculate.

Depending on your target market, property type and most of all, pricing, you would be able to determine how fast your property will go.

Hi,

In my views, yes it will lower the demand, as the Cash rich pte property owners and PRs who have the cash now have to think twice before commiting to HDB property. It will dampen the demand especially those asking for high COV.

There are still people looking for HDb to buy for urgent homestay. However with the HDB coming out with more BTOs, prices may gradually decline till stablize.

Now the upgraders and downgraders, have to dispose of their pte property once they buy HDB,this take out demand from this sector as well.

Nevertheless, presently the prices are still holding as the new ruling is just out and it will take 3-6months to see the actual impact on the statistic computed every quarter.

Now is still a good time to sell, however COV asking should be priced more realistics. Read More

The market indeed did slow down slightly due to the new rules being introduced, however there are genuine buyers still looking for their dream houses. Hence, the demand is still there.

The concern that you have is currently a widely held one even at this moment. From an agent point of view, we are currently in a phase of general confusion where the market is freezing up, and adopting a wait and see what happens attitude.

To take a further step in this matter, we really need to go back to the basics and examine the targeted effects that the new measures have been placed for:

1. The 70-30% shift in loan amounts.
This was put into place to target ONLY second time buyers with outstanding loans. Thus the benefit is to first time owners who qualify for 80-20 loans.

2. HDB vs Private Home ownership
This measure was put into place to prevent private homeowners buying HDB units for the purpose of investments, likewise, the 5 year MOP on private units allow HDB owners to buy private units only after 5 years, thus the effect that barrs private homeowners from buying HDB, and HDB owners to delay buying a second property.

Thus, looking at the measures, you will find that the rules effectively stratify the market into various segments. There will be an initial shock on the market followed by some confusion, but thereafter, the market will start to even out as the buyers / sellers fit into their respective niches.

However, the measures have been aimed mostly towards lowering HDB pricing. Thus the private property that you hold would effectively still be somewhat safer in terms of pricing and rental yield in the middle term.
