HI Mr. Sim,

There are 2 things over here that need your attention:
(1) You can only sign on the OTP upon reached 35 yrs old.
(2) HLE is HDB Loan Eligibility letter which can for last 6 months. That has nothing to do with your birthday rather it depends solely on your income. Thus suggest you apply for that now. And starts sourcing for your home.

Once you identify your home, negotiation can be conducted in such that you sign on your birthday as your birthday present.

You can only commit to a HDB under Single Scheme in December 2018, when you have past your 35th birthday.

If you need a place to stay before then, you can either choose to purchase a private condo, or to temporary rent a place.
