Yes you can buy a HDB flat under the Non Citizen Spouse Scheme from what you have said. If you are 35 years old and above, her valdity period can be less than 6 months but her pass must be valid at the point of submission to HDB. If you are below 35 years old, then her pass needs to have at least 6 months validity period.
Do also take note that she can only be listed as an occupier and not the owner.
