Is your question about, do you have to use 50% of your cash proceeds from the sale of your current HDB to finance your new purchase even if you have up to 95% of the funds to finance your purchase without a loan, after the sale of your current HDB?
In this case since you are no longer taking up HDB loan, the utilisation of 50% cash proceeds from your sale should not apply. The requirement applies if your current HDB is on HDB loan and the next property you are purchasing is also using HDB loan. You may confirm this with HDB again and obtain their confirmation in writing.
