You are eligible to purchase a resale flat under non citizen spouse scheme but do take note that only your income will be taken into consideration for mortgage assessment as your spouse is a foreigner.

Your 90% HDB loan will be around $200k based on 30% mortgage servicing ratio so you might facing financial difficult to purchase a resale flat with only your income is taken into consideration.

But as for private, both incomes will be taken into consideration. You will be able to loan up to $962k based on 60% total debt servicing ratio (this is based on his $6k variable income).

You still wont be subject to additional buyer's stamp duty for this purchase even though your spouse a foreigner as IRAS will treat it as your matrimonial home.
