Hi,
1) 2x PR must have obtained the PR status equals or more than 3 years before eligible for resale HDB flat.
2) 1xSC + 1x PR (any years) can apply for resale or BTO flats.
3) 1xSC + 1x PR (any years) are eligible for grants for resale flat.
4) You will have to dispose of any property local or overseas within 6 months of purchasing of HDB flat.
Thus according to your current situation, you have 3 options:
1) Wait for another 2 years before apply to purchase a resale HDB flat.
2) Your husband apply to be Singapore Citizen, once obtain SC status, you may purchase BTO or resale HDB according to your needs.
3) Purchase a private as of current status.
Do note that option (1) & (3) are required to pay Additional Buyer Stamp Duty (ABSD) of 5% regardless of property type. And you could only apply housing loan from private banks.
If decided to opt for option (2), you can save up on ABSD.
Nevertheless, whichever option selected, BSD (Buyer Stamp Duty) is still applicable.
