You will have to wait till May 2018 or till the date either of you got your SC, whichever is earlier, before you are eligible to purchase resale HDB unit.

Good afternoon Mr Tay,

The present ruling is PR can buy resale HDB only when both SPR fulfill 3 years. You will also need to pay 5 % ABSD on the purchase. However, if either one of you is successful to be Singaporean, there would not be any restriction on the timing and ABSD would also not be applicable.

You can only purchase a resale HDB flat either
1) May 2018
2) the day either of you get Singapore Citizenship,
whichever is earlier.

If you do not plan to get Citizenship, and you need a place to stay, you might want to consider a private condominium.
