I was in mid to review the resale flat prices for HDB ( 4 RM , 5 RM and Executive)in Yishun.

I noticed the statement below from HDB. Can I conclude the resale price included the COV over valuation. Hence if the Maisonette resale price is $393,000.00, it includes 20,000 to 30,000 (what ever the COV) price is during the transaction.

"The resale transacted prices are inclusive of the Cash-Over-Valuations (COV) for transactions where resale prices are above market valuations."
