This is a good question. Leaving the technicalities aside, are you prepared to pay service fees in order to proceed in the purchase of the resale unit?
I will usually advise prospects like yourself to go directly and ask the salespersons whom you have contact with to check if service fees is applicable if it is a concern.
Most if not all salesperson should be aware that they are disallowed to collect service fees from both vendors and purchasers, therefore they are unlikely going to flout this regulation to preserve their business.
