Yes, if your look around, there are quite a number of tuition centres renting 2-storey HDB shophouses as their premise.

The 3 bedroom unit at level 2 definitely can be converted to tuition centre usage. All we need to do is to apply for change of use from HDB.

I am pretty familiar with HDB shophouses selling/renting.
