You have to wait till MOP is fulfilled before you can apply for new EC or private property purchase.

You are only eligible to apply for EC or private condo upon fulfilling the MOP of your current HDB unit. You have 3 more years prior MOP and if your request to sell your current unit prior MOP does not have substantial standing, it's unlikely to get any approval.
