Hi,

Unfortunately no, you have to form a family nucleus to be eligible for purchase of any form of hdb. (ie. in your case as a married couple). This means you need to sell away both your current condo and HDB. This doesn't seem to be in your favor, hence I am a bit perplexed why are you looking to do so.

Yes, you can sell off your HDB flat, and your husband can purchase another HDB flat under his name.

However, as his wife, you will need to be the essential occupier for the new HDB flat he purchased. And by being the essential occupier, you will be required to dispose off all your interests in private residential properties within 6 months upon completion of the HDB purchase.
