Yes its possible to do 99/1 . Yes you can still use CPF OA, provided the current property lasts you until 95 years old and you have set aside the basic retirement sum of $96k before the excess CPF OA can be used for the next property. For your partner, no issue she can use her full CPF OA.

Do note ABSD will apply on your 1% purchase. Also the loan will be largely based on her income.
