1) Standing on my position I would like to advise you to get an agent to negotiate the deal for you.
2) You can also go to the sellers' agent directly if:
(a) You are familiar with the HDB buying procedures and process, know how to deal with any hiccups if there is any arise during this period.
(b) Good at and always like to do price negotiation with the sellers' agent to get the best deal you could.
(c) Know the market rate of the flats on the premises.
3) If you prepare to pay the asking price, don't care what is the market rate and willing to pay for any COV. I guess there is no harm to do it yourself since you already have the house in mind.
