Hi, I just got my singapore citizenship and would like to buy a resale HDB with my foreigner wife who holding a EP pass. Is it possible we can buy a resale HDB with ethics quota? Some agent said yes, some said no, it is quite confusing thus asking all gurus here. Thanks ~

Yes. All buyers are subject to HDB ethnic quota. As you are buying with your foreigner spouse, your foreigner spouse can only be included as an occupier not owner. Thus the ethnic quota will be based on your race. If your race does not fall under the major races in Singapore, you will be classified as Indians/Others where you have to meet the EIP quota for that neighbourhood/block before being eligible to purchase. However do not worry so much on that as majority of units on sale now are not affected by EIP quota and even if it is, the seller agent will inform you before you optioned for the unit. What is more important is that you are eligible to purchase a resale flat of any types from the open market under the non-citizen spouse scheme and can even enjoy grants as a first timer. It is important for you to be well au-fait with the processes and procedures before proceeding with the purchase. As SC-FR couple are rare, some agents might not be too well au-fait with the processes and what grant you are eligible for. In addition, in the current market situation, it is more common for sellers to expect COV for their flat which is quite a hefty amount to be paid in cash if you are not careful and prepared for it.
