1. Yes. If you are not working, your eligible loan amount will be affected. You may apply for a HLE with your husband and see what is the approved loan amount by HDB. You can apply via the link below:

2. If you were to use a HDB loan, 50% of the sales proceed from the sale of this house will automatically go towards the payment of your next flat ie. you can only cash out 50% of the sales proceed.
3. Unfortunately you will not be able to use a contra as your current property is under a bank loan. However, not to worry, with careful planning in timeline, you will still be able to enjoy a seamless transition from your current flat to your new flat.
