As long as you had fulfilled the MOP of your HDB flat, you can go ahead to buy a condo.
Furthermore, you have no existing mortgage loan hence the loan that you are eligible for your next purchase will be max 80%.

If you are Singaporean, buying a 2nd property will not be affected by the latest cooling measures wef 08 Dec 2011.

Firstly, when did you purchase the unit and is your unit a resale with grant or brand new unit? MOP varies, depending on when your purchase the unit.
Since you have fully paid for your HDB unit, bank will grant you 80% loan max, subjected to your income and credit status. If you are SC, ABSD will of affect you on your purchase of second property.
