Hi, I have found a condo and issued the 1% cheque to my agent. The seller is a Myanmar national and doesn’t have a bank account in SG hence the transaction is not progressing. Apparently, opening a bank account in SG for a Myanmar national is a complicated and long-drawn process. Has anyone come across a similar situation? Any other alternative options I can propose to the seller?

Hi
You should talk to your lawyer on this matter as this is legally sensitive. Your lawyer will then talk to the seller's lawyer. All buyers and sellers need lawyers to handle their sale and purchase. So, let the legal people settle this for you, fast.
