Hi . I have an question .recently , I just viewing for resale flat . The house is undergoing HIP . The owner requested me to paid the HIP if I willing to purchase the house . But we agree on $ xxx . So I need to paid the HIP fee as it’s was under the current owner name and not mine . Thanks

Hi, if the HDB flat is undergoing HIP and if it is sold during that period, chances are the cost is to be borne by the previous owner and not the new buyer.

Hi,

1) HIP bill does not arrive until the whole segment work is completed, inspect & accepted by HDB and town council, and after the warranty period. It is not just a bill once this unit completed it's HIP.
2) Usually per segment consists of 10 or more blocks dependent on the contract.
3) In general, a unit that completed its HIP might only receive an invoice after 1-year plus. Because even the inspection and acceptance process carry out immediately, there is a warranty period that the contractor has to observe.
HDB will not release the payment until they are satisfied with the work done.
4) Thus it is unusual for sellers to claim the HIP fee from buyers if they have not received the invoice.
5) You mentioned "...undergoing HIP", I believed you will have to pay this HIP eventually because let says you are going through a normal completion which takes around 3 months. You might only see the bill one year later. :-))
