Hi,
I have a relative who is 66 years old and wanting to sell HDB flat (5 room) and downgrade to a 3 or 4 room resale flat.

What are the things to look out for in terms of finances?
- Does he/she need to keep aside any retirement sum?
- only able to use cash and cpf for next flat since no bank will loan because of the age (66yrs old) and also not working?

Hi,

It will be good to do a detailed calculation on the feasibility of the next purchase and downgrade before making any next move, as some of the CPF monies to be refunded could be set aside to meet his/her retirement sum requirements.

Yes he/she is unlikely to be able to get a bank loan since he's already without any employment income.

Dear Sir/Mdm,

For your relative, these are the few important issues that he or she will need to take note of especially at an age of over 55 years old.

1) Since loan is not an option, we will need to know after downgrading, how much cash will be left and will it be sufficient for the retirement needs or emergency use.

2) As for the retirement sum, it will depend on the minimum sum amount and whether your relative have fulfilled the retirement requirements. We will need to look into the CPF account to see how much can be used towards the next property.

3) We will need to plan the sale and purchase together as well so that your relative will not need an interim housing solution and can minimise the cash outlay by utilizing the cash from the current place to fund the purchase for the next one.

Generally CPF would allow retirement sum usage beyond basic retirement sum limits. I have even encountered CPF granting exceptions upon appeal to even use part of basic retirement sum to purchase a new flat. I am specialised in HDB transactions and handled similar cases.
