Yes its possible to use your OA fully, as the 100k in your SA would have gone towards meeting the 80.5k (1/2 of minimum sum) required. However, do note that 7% ABSD applies for your 2nd property. Since you have paid down your hdb loan fully, typical breakdown as follows:

Cash 5%
Cpf 15%
Max bank loan 80%
Stamp duties and legal fees approx 10%

CPF SA cannot be used for payment on mortgages. Hence your CPF funds will be limited to your OA. Your SA funds can be used to as the CPF minimum sum requirement. Since your current unit have being fully paid, you will be eligible for 80% loan, subjected to credit standing, income status and age assessment.

I am afraid to inform you that SA cant be utilised for purchase of residential property but good thing is that your SA is sufficient enough to cover the half of minimum sum of $80.5k that you need to set aside if you have utilised CPF OA funds in current HDB.

Since you dont have any outstanding loan, you will be eligible for max 80% bank loan but do take note that as a SC, you will be subject to 7% additional buyer's stamp duty for this purchase.
