Assuming you sell at 700k, pay off 200k loan, after legal fees agent success fee, you will get back approximately 480k total cash + CPF proceeds. You should look at purchase price approx $470k for the next flat so as not to top up or pay anymore loan for the next flat.

For your case, it is best to do up a sale and purchase financial plan so that you are aware of how much cash and CPF you can get back after the sale. From there, we can then determine what is the outlay for the 4 room flat and whether any loan is required. There are other costs to be accounted for for example, stamp duty, legal fees and agency fees.
