Because you have yet to fulfill your flat's MOP, you need to appeal to HDB and it will be approved on a case by case basis.

Afternoon,

Based on HDB regulation, you will be required to sell off your HDB unit within 6 months from surrendering your PR status. As you have not fulfilled MOP, you will be required to write into HDB to request for approval to sell and IRAS for exemption of SSD.
