Now to answer your question directly:
(1) The best timing is when you already know your financial status, apply for HLE or IPA dependent on the type of loan you wish to have.
Once sorted out this portion, you are ready to go viewing. Please note that you can only request for OTP when you reach 35 years old, because you have only 21 days to accept the OTP.
(2) Yes, buyer can do DIY. You have to understand all the paper needed, and what are you committed to when you sign the contract.
(3) Via normal route it will takes 4 to 5 months. With agent assistance, some can be complete within 2 months.
