This is with reference to the latest procedures listed by HDB.
You will have to submit your marriage certificate when submitting your resale applications. Thus it is better to register earlier than later, as this will delay you from receiving the flat.
It takes at least 3 weeks before you receive the actual date of receiving your marriage certificate at ROM. Thus if it is your intention to marry in Feb, you should proceed to ROM to register your intent with your spouse now.
There are no additional application to HDB for resale flat. You should scout for your flat now, it will take a while before you find your future home.
