Hi,
1) You may remove your name once you shifted out from the address.
2) This can be easily done via logging in MYHDB (https://www.hdb.gov.sg/cs/infoweb/homepage) using Singpass.
3) There is no big impact on when you do the above. The action mainly is for government statistics purposes.
4) All your snail mail will still deliver to your current address until you inform them on your shift.
