Hi there, I am assuming that she is above 35 years old,her issue will be very likely be the loan. I recommend that she apply for HDB loan first. If she is unable to get a HDB loan based on her low income, please speak to your MP to ask for assistance on her behalf.

To purchase resale HDB unit, your aunt should either be PR or SC, married to another PR or SC, or single SC above the age of 35. If she's SC and first time buying property, she can apply for Standard Grant, AHG if she's earning lesser than $5k and SHG if she's earning around $2k, for purchase of 2 to 3 room flat in non-matured estate.

Being a part-time staff, companies will still provide CPF and payslip. With this, she can apply for HLE. With $15k plus $35k, assuming your aunt income is between $1.5k to $2k, it should be enough to cover the 10% deposit. The main issue would be the amount of loan your aunt can get as the balance have to be paid in cash, including COV. Once this hurdle is cleared, the rest can easily be settled within the family.

There is no discrimination against buyers handicap factor to be able to purchase HDB, rather buyer must be able to fulfill the schemes set out for purchasing as well as being financially able to service the mortgage loan.
