1) You may check the eligibility schemes listed by the HDB to determine whether you can purchase a 4-rm BTO:

2) Once you confirmed you meet the criteria, you can register yourself to receive all the upcoming BTO exercises and decide whether to apply for them:
https://services2.hdb.gov.sg/webapp/BF08CESS/MainController?action=new

3) Do note that every application to the ballot in each BTO launching exercise will cost $10.
