Not sure what you have heard exactly, but generally speaking HDB flats that have balance lease of 60 years and below, the financing (CPF/Bank Loan) for it will be more restricted.

For purchases under the single singapore citizen scheme, there is no issue buying a 3 room or 4 room flat.

May I have more info and requirements about your plans so to make better recommendations? Thanks and look forward to value-add to your housing plans.
