Singapore valuation of HDB is mainly based on comparing the recent market transaction in the area. The other smaller percentage would be level, unblocked or renovations.

COV is high due to the demand of potential buyers. This will result in higher transactions hence higher Valuation for the area.

Catherine is right. Its all mainly about supply and demand. That will explain why the housing resale index is on the northward trend.
