Dear Abdul,
Gd Day.
If the existing HDB flat is under your mother and sister names. And the flat is fully paid. (Your sister is a co-owner).

If ever unfortunate event happen to your mum, Under the HDB guideline, if there is no written will for your mum. Automatically, the flat will go to your sister ( if she is a co-owner). However, if she is a occupier than the flat will spilt equally among the children.

May I suggest, you discuss among with your mum, sisters and brothers while your mum is healthy. To do up a will for her.

Afternoon Abdul,

I would agree with Jonathan. If the unit is under joint tenancy, your sister will be the owner for the unit if your dad have passed on. HPS will most likely settle the outstanding loan, if they bought it at 100% coverage each.
However, if your sister is the occupier and no Will have being written, your siblings will get equal share over the unit, if your father is no around.
