Yes you are right to say that if you never use up your chance (subsidised flat be it new ec, bto or resale flat with housing grant), you can still apply for bto and/ or ec twice.
But do take note that if you apply for new EC, you have to dispose off it first and observe 30 months waiting period before you can apply for BTO or new EC. Resale levy will be applicable for your information.

I need to clarify if I apply for new EC, I have to dispose off my resale HDB first and observe 30 months waiting period before I can apply for BTO or new EC? So in this period I cannot own any property and I need to rent a house for 30months?
Mean that every singaporean who owning a HDB unable to apply BTO or new ec? unless they dispose off their HDB first?
