Hi,

The minimum requirement to apply for BTO is at least 1x Singapore Citizen (Singaporean) and a Non-Citizen Spouse but only can listed as "Occupier" as opposed to "Owner" and forming a family nucleus.
Thus to answer to your question is "yes". However, need to note that there is a income ceiling to apply for BTO.
