Hi, yes the landlord ought to ask for the green light from the tenant before proceeding to go up the unit.

Hi,

In most standard tenancy agreement, clearly spelled that tenant has the right to enjoy quiet environment, this is implied that landlord cannot disturb them on ad-hoc.

All visit must be notify in advance, unless you are conducting spot-checks on illegal residents.

Do note that you should be able to justify why you are doing it, otherwise, tenant has all rights to terminate the contract without any compensation. Since you are the one who breach the condition of the contract.
