If you are referring to key collection, you still need to fulfill the MOP requirement. If the latter is true, you will still need to fulfill it before you can make any down payment for the condo.

Do you mean TOP or MOP?

Because if your HDB is reaching TOP, you are required to stay in the unit for 5 years upon getting your keys before you can purchase another property.

If you mean MOP, you can only ink the OTP for the purchase after you have met your 5-year MOP period.

Because if its TOP, you will have to fulfill 5 years MOP before eligible to purchase private property.

If it's a typing error and you are referring to MOP, you can only ink on the option to purchase on or after your MOP date. Unless you are looking at new launch, I can propose to developer on your status to make possible arrangements.
